A great recent article by Nate Downey contrasts the different paths Texas and New Mexico may be taking in dealing with our ongoing drought and water issues in the southwest. 

In short, Texas is headed to funding "big infrastructure projects" versus New Mexico that may be trying "more creative, sensible and locally oriented plans".
